Services and activities fees - Guidelines

What Can Be Funded?

Departments that support or create programs, activities, events, or initiatives that involve and connect students to resources, support services, leadership development opportunities, student governance, or on-campus employment. These may also include contracting for services, supplies, student employment, conference fees, training, or travel.

What Cannot Be Funded?

  • Free meals and/or lodging for anyone without consideration and with a donative intent.
  • Gifts of appreciation or concern for anyone (farewell gifts, flowers for bereavement, etc.) unless in return for participation or as an award for which one has competed and won.
  • Food or refreshments purchased by a student group without the board’s approval.
  • Tips or gratuities for services rendered by anyone unless authorized by OFM.
  • Meals, lodging, coffee hours, receptions, or teas for a guest entertainer, lecturer, etc., unless required by the contract made for their services.
  • Salaries of professional employees in teaching, administrative or clerical positions that are not directly related to the student programs’ operations.
  • Complimentary tickets or admissions as a gift or for public relations purposes.
  • An event at which high school students (typically juniors or seniors) are invited to spend a day on campus with their high school counselors to learn about the educational offerings of the college as those offering relate to various careers, and which involves service of refreshments to the high school students and their counselors.
  • Orientation for prospective students under the same theory as above.
  • Programs, personnel, facilities, equipment and maintenance that are considered basic services provided by the college or supported by existing contracts.            

Definitions:

Student Programs: Events, lectures, intramurals, concerts, club support, multicultural programs, service learning, and leadership opportunities for the campus community.


Student Programs Department:: The department responsible for overseeing student programs (see definition above), including professional staff responsible for the oversight of the operational functions of the department and programs under its purview.


Activity: Actual events or actions that take place as part of the program to achieve goals and objectives.


Responsibility: Individual(s) responsible for the stated activity and measurements.


Student Engagement: In education, student engagement refers to the degree of attention, curiosity, interest, optimism, and passion that students show when they are learning or being taught, which extends to the level of motivation they have to learn and progress in their education. Generally speaking, the concept of “student engagement” is predicated on the belief that learning improves when students are inquisitive, interested, or inspired, and that learning tends to suffer when students are bored, dispassionate, disaffected, or otherwise “disengaged.” Stronger student engagement or improved student engagement are common instructional objectives expressed by educators.


Capacity Building: Supporting projects that strengthen the development of an organization’s core skills and capabilities, such as leadership, management, evaluation, to build the organization’s effectiveness and sustainability.
